Just a quick note.

While attempting to investigate Anyus Witem-Moors, we were told to cease
any investigation. Her RFID isn’t listed, and even our hackers couldn’t
find anything.

All we know is her boss is well respected, but no one knows who he is.
He never appears in public.

It seems odd to us that such a restriction would exist. And it comes
from up high. Even higher than the N.A.U. government.

All records on her are classified. Even normal surveillance and
purchasing records… it’s as if she doesn’t exist. We advise caution.

Further investigation on Gov. Houston, as you requested, has yielded that she has never been married, engaged or anything of the sort. No civil or criminal proceedings. As we stated in our last e-mail about her, her record is very clean. We believe, based on analysis of newly found recorded phone conversations between her late father and other prominent party members, that is precisely the reason she was placed in political positions, and eventually the Lt. Governor position and subsequently the Governorship.

We found no record of prescriptions other than the usual female ones. It is worthy of note that she has consistently refused any medication from Universal Healthcare, stating she’s fine and we even found a derogatory statement about psychotropic drugs.

On an alarming note, our hackers, while investigating Blackhand, have uncovered concerning news: 5 Blackhand agents have been found murdered. The MO seems to be consistent. Knives. Very messy.

Needless to say, that if the population becomes aware of this, their faith in Blackhand as their security force will greatly decrease. It could cause a lot of discontent. Although the chemists reassure us that once the Compound 3 has been consumed in enough quantity by the people, it won’t matter what happens, we in IT believe the results would be disastrous.

We know that Blackhand are keeping a tight lid on it, but if we were able to uncover that, we’re sure the terrorists will too. For all we know they may be behind those killings, although that falls outside their previous patterns, which leads us to believe that there’s a new entity at work.

We will try and glean information from the national DHS databases.

And speaking of Compound 3, we have news from Briton Haul that they are sending their spokesperson, Jude Solenjaxe, to persuade the Governor to grant them permission to test the Compound people on the street. His record shows him to be very motivated, so that might make our task easier.

And while we’re on the subject on Briton Haul, we’ve uncovered that although they’re claiming to have completed producing the amounts of Compound 3 we’ve requested, their records actually show them fairly short of the target amount. It’s enough to get started but we believe they will be delaying the delivery. We would suggest a meeting with Jude to explain the importance of getting the Compound delivered on time and  at the required amounts.

We are still working on composing a profile of the corporations that operate in the area, and will have that to you shortly.

In the meantime, we have found some disturbing information. It seems Austin is home to a large criminal organization, operating outside the scope of the surveillance cameras and RFID chips. The information is very brief as the few members of this organization that have been captured, either were tortured too far, or inexplicably disappeared. Although Blackhand records suggest they were sent to FEMA camps for termination, we believe they either escaped or were set free. We haven’t found any evidence to substantiate this claim, and Blackhand have proven extremely uncooperative, and downright violent and rude. How hackers have attempted to break into their system, but it seems they inefficiency in entering information into their computers is working against us. We are looking for alternate sources of information, or hidden banks, but haven’t found anything yet.

The only useful lead in this situation is the name of the crime lord, mentioned during an interrogation (one that resulted in the premature demise of the detainee), and that was Gabriel.

We have compiled a list of all people named Gabriel in Austin, but we believe that to be an assumed name. Therefore we do not recommend seizing all citizens on this list, until we have more information.

Although our investigation hasn’t yet yielded any evidence, study of the unmodified history on this subject would suggest bribery of Blackhand and government officials, drug-dealing, robbery, RFID forgery for identity theft, etc.

Your requested investigation of Governor Constance Houston is proving more difficult than we suspected. Normal channels aren’t co-operating, and when we mention the project name, we’re not getting any recognition.

Our jobs might be facilitated if your contacts would spread news of our legitimacy.

Regardless, from the available information, we have concluded that the Governor has a record of being resistive against any N.A.U. programs. She has even refused to implement some in the past. In some cases, she even had the N.A.U. representative escorted out of the building by Blackhand.

We’ve determined that she was appointed when the former Governor was exposed on the news by news reporter Camille Brown, presently incarcerated at the local FEMA Camp. Coincidentally, the same camp from which Lexan Caine, Blackhand agent now turned Free Runner, released a large amount of terrorists.

The only record we found on her being allowed to run for Lt. Governor mentions that she’s great with the people, and that she has an innocence about her, a lack of knowledge on the inner workings of our current political structure — meaning, how we got here — which, according to the document, made her an excellent pawn. She was never expected to become Governor, however, and we have found some concern from some N.A.U. officials, especially after the Free Runners started attracting becoming more noticeable and people’s favor for them started increasing.

No action has been taken to eliminate her until now, as far as we can tell, because of her firm stance on the Free Runners and dedication to getting rid of them. Their stance may change in the future, and I’m sure it wouldn’t take much effort on your part to accomplish this if needed. Our hackers can easily forge the necessary electronic communications to put her in hot water so to speak.

Therefore, we do not consider her an immediate or great threat. She can be easily addressed should she become an obstacle.

Since she herself has no family, we can’t use that leverage against her. She does seem to care about the people of her state. And that may be leverage enough.

Her father was a well respected Federal Senator, well aware of our present political structure – a good cog, so to speak. Her mother was a stay-at-home mom. They both passed away shortly before the Valentine’s Day Massacre.

She has a Masters in Political Science.

She always has someone do her shopping, and we have an analysis of those products if you like. She spends most of her time at work, well after everyone has left. She’s a bit of a feminist, and has fired subordinates who don’t perform to her standards.

As you requested, we’ve concluded an analysis for the local American

Youth chapter.

They are headed by Cornelius Vass, a 20 year-old student, at the local

University. It’s a small chapter at the moment, with 15 members, but

they seem to be devout. They make appearances at all festivities and

they hold weekly meetings. Their turn-in numbers are a bit low. In the

last 6 months, they have only reported 1 person. The subject was taken

to the nearest Blackhand Detention Center and interrogated. Records that

the member who turned him in, did it for personal reasons. We recommend

putting him in charge of the group.

Our profilers determined that getting the group more training on how to

spot terrorists and using fear tactics to get others to turn them in,

will greatly increase their efficiency and usefulness to the system, and

our program. The local Blackhand may be a good resource, otherwise we

might recommend the armed forces.

We have been unable to access Col. Briggs’ profile due to security

clearance, so we recommend pulling some strings with Homeland Security.

The only reports we have suggest him not to be easily compromised.

However, we did uncover something interesting, which neither Blackhand

nor the Governor’s office have shared with us. Renegade agent Lexan

Caine of the now defunct Tracer program led by Cole Hubert, is his son.

  When confronted with this issue, he simply stated that him and his

son had lived apart for a long time before he finally moved to the area.

We find is highly suspicious given the familial relationship, but

haven’t been able to procure any useful information. We will continue

investigating and report our findings.

It seems to still be in its formative stages, but it is there and operational. There’s even a page to allow people to join a mailing list. Our hackers are working on breaking in and capturing the entire list so we may bring them in to the Reintegration Center.

We believe their articles written in code, so we have sent some up to the DHS for analysis. We’ll send you the results as soon as they arrive, but they’re giving us the red-tape runaround, so we’re not expecting results any time soon (perhaps we can tap your connections on high?).

We’re scouring the net to counteract any campaigns they may have devised to draw attention to the website, like getting people to join their list. We are posting creative articles with defamatory evidence all over, but aren’t sure if putting that on the news would actually cause us more harm than good, and bring their name up for more people to see.

I’m Jurgen, a Senior Analyst assigned to your Reintegration Center in Austin.

I will be sending you periodic reports on our progress at the center, as well as other areas that Project Lenity will affect.

We are working on getting tapped into all the surveillance cameras around Austin and have found that they do not yet have a lip reading program nor broad microphone placement on the streets. This will make our lives a little difficult, so if we can at all get the Governor to pay for those, that would be great.

The biggest problem we face at the moment are the Free Runners. There are other domestic terrorists groups in the area but the Free Runners are the only ones who seem organized enough and are causing a stir. They keep taking out surveillance cameras, which is costing the Governor a lot of her budget.

They recently started replacing busted cameras and putting the new ones in different places so the Free Runners are less likely to find and destroy them. That tactic has proven successful, but only for a short period, which leads us to believe they have an insider. We have no leads at the moment but are continuing to investigate.

You might be interested to know that Austin has a singular crime family, and that we have not been able to identify the leader. He knows what he’s doing. We believe he does not carry an RFID chips, as it is usual with criminals, but it seems his partners in crime, as it were, respect him tremendously and never point any fingers. Quite annoying.
