Blackhand is the security force of choice. They have a contract with the North American Union, and hence are the only authorized Police force. They replaced the old Justice Department after a majority of its members refused to enact martial law and proceed with mass arrests and termination of potential enemies or dissidents against the Union.
Their members are usually ex-military looking for higher pay and benefits, or simply seeking to avoid going to war (Blackhand agents are excluded, by contract, from the draft), or ex-police officers who don’t mind overusing power.
They are a very expensive force, and it’s up to each individual State to pay for their services.
Since the Valentine’s Day Massacre and mass population incarceration and termination, there aren’t a lot of good candidates, so their standards have been progressively lowering.
They are an undisciplined bunch at times, and no better than brigands sometimes.
